Enable New Set button to be sticky

Increasingly I have a much longer list of sets as I use these to seperate different token types and use them for controlling themes. As this list gets longer, I find the New Set button is being pushed off screen. It would be helpful if this button could stick once the list height exceeds the scrollable area
